We are currently investigating an issue with cPanel Jupiter not being able to send email to @hotmail.com users.
We are seeing errors like this:
SMTP error from remote mail server after pipelined MAIL FROM:<xxxxxxxxxxxxxx> SIZE=13790: 451 4.7.650 The mail server [51.140.26.207] has been temporarily rate limited due to IP reputation.

A support ticket has been raised with Microsoft but from our experience this can take up to 48 hours to rectify. We will start to implement alternate email routing whilst waiting for Microsoft.

After further investigation alternate email routing is not an option due to the vast majority of users SPF records. At the moment only @hotmail users are unable to receive email but if we change the routing it could have a much larger impact so we will have to wait until Microsoft fix the problem. We will update this page as soon as we hear from them.

Microsoft have fixed the limitation problem and we are now seeing the email flow normally again.
